Kimberly Neibauer, Operations Director

 

Sarah Hughes serves as the Executive Director of Northwest Michigan Supportive Housing (NMSH), bringing more than 20 years of experience in social work, counseling, and community service. Before joining NMSH, she served as the Housing Stability Director at Northwest Michigan Community Action Agency, where she oversaw 16 housing programs 

 

Sarah Hughes serves as the Executive Director of Northwest Michigan Supportive Housing (NMSH), bringing more than 20 years of experience in social work, counseling, and community service. Before joining NMSH, she served as the Housing Stability Director at Northwest Michigan Community Action Agency, where she oversaw 16 housing programs and led a team of 42 specialists dedicated to preventing and ending homelessness across the region.

 Sarah is deeply committed to strengthening community partnerships and advancing effective, person‑centered solutions that support long‑term housing stability. She holds a master’s degree in Counseling Psychology and is a proud military spouse of 28 years.

Kimberly Neibauer serves as the Operations Director at Northwest Michigan Supportive Housing, where she has dedicated the past eight years to strengthening programs that support individuals experiencing chronic homelessness and mental health challenges. 


With a degree from Michigan State University’s Eli Broad College of Business, Kimberly

With a degree from Michigan State University’s Eli Broad College of Business, Kimberly brings a strong foundation in organizational leadership and a professional background that spans both nonprofit and for‑profit sectors. Her work is grounded in a commitment to dignity, stability, and long‑term wellness for the people and communities she serves. 

Rachel Serra, Program Manager

Rachel Serra serves as the Program Manager at Northwest Michigan Supportive Housing, where she oversees daily program operations and supports the delivery of high‑quality, person‑centered services for individuals experiencing chronic homelessness and mental health challenges. With a strong background in direct service and program coordination, Rachel is dedicated to fostering stability, dignity, and long‑term wellness for the people and families NMSH serves.
