Before joining NMSH, she served as the Housing Stability Director at Northwest Michigan Community Action Agency, where she oversaw 16 housing programs and led a team of 42 specialists dedicated to preventing and ending homelessness across the region.
Sarah is deeply committed to strengthening community partnerships and advancing effective, person‑centered solutions that support long‑term housing stability. She holds a master’s degree in Counseling Psychology and is a proud military spouse of 28 years.

Kimberly Neibauer serves as the Operations Director at Northwest Michigan Supportive Housing, where she has dedicated the past eight years to strengthening programs that support individuals experiencing chronic homelessness and mental health challenges.
